Shandong plans to increase the added value of the provincial digital economy by more than 55% to 5.5 trillion yuan and double the proportion of the added value of core digital economy industries in GDP, according to its digital economy development goal for the next five years set in the Measures on Deepening Reform and Innovation to Promote the High-Quality Development of Digital Economy recently released by the Department of Industry and Information Technology of Shandong Province. The province also aims to create a national digital industry innovation and development clustering area, an industrial digital transformation demonstration area, and a new highland for high-quality development of the digital economy.

The Measures proposed to establish the new model of "Industrial Brain + Morning Star Factory", build more than 50 "Industrial Brains", set up a batch of "Morning Star Factories" in six key industries such as high-end equipment, and lead more manufacturing enterprises and industrial clusters to intelligent transformation.

The Measures also set goals for the total digital economy, the added value proportion of core industries, industrial Internet platforms, and data open rate, etc. In terms of infrastructure and support systems, the Measures proposed to build more than 150,000 new 5G base stations in the next five years, increasing the total to more than 300,000, create more than ten "Gigabit Cities" in addition to existing three such cities (Jinan, Qingdao and Rizhao), and initiate the construction of “Wind Power and Photovoltaic Energy Storage + Big Data Center" to effectively reduce electricity consumption cost of the data center. It is estimated that Shandong’s data center will save more than 100 million kWh of electricity during the 14th Five-Year Plan.
